The Emergency Heating Repair Program (EHRP)

 Applications are being accepted from Nov. 1, 2021 until April 1, 2022.

Program Overview

The Emergency Heating Repair Program (EHRP) provides qualified homeowners with a one-time grant to repair or replace their furnaces or boiler heating systems. The program is administered by the Department of Housing (DOH). Applications are accepted on a first-come, first-served basis. The grants are available to owner-occupants of one-to-four unit residential buildings. A site inspection will be performed by a DOH rehab construction specialist to determine the heating system's condition after a completed application is processsed and approved.

How to Apply

An application is available upon request by calling 311, through the CHI311 app, by visiting DOH's offices at City Hall, 121 N. LaSalle St., Room 1000 between 9 a.m. and 4 p.m. Monday through Friday, or download the entire application packet at this link. Follow the detailed information on completing the forms and submitting copies of all required documents, including proof of ownership, income, and identification. 

Homeowners can call DOH's customer service line at 312.744.3653 for further assistance.

Eligibility

Eligible properties must be located in Chicago, habitable, owner-occupied, and not at risk of foreclosure. The applicant's name must be listed on the deed to the property for a minimum of one year at the time of application. All applicants must be income qualified. Households earning 80% or less of the Area Median Income (AMI) are eligible to participate in the program. The total gross income of all owners and other household members shall be inlcuded and many not exceed this limit. The gross income of all adults, 18 and older, who reside in the property, are included to determine income eligibility.

All utilities must be current and in working order. If the owner sells, transfers title, or no longer occupies the property within one year of receiving the service, the owner will be required to repay a prorated portion of the grant.

ENERGY ASSISTANCE

 The Low Income Home Energy Assistance Program (LIHEAP) helps eligible low-income households pay for home energy services (primarily heating during winter months).  Energy costs can place severe and continuing stress on a family’s budget. In some instances, households are forced to make painful decisions regarding which bills to pay and which necessities to survive without.  Illinois residents with a household income that does not exceed an amount determined annually by the Department of Commerce are eligible. Annual eligibility levels are determined based on available funding and may not exceed 200% of the federal nonfarm poverty level. Additionally, you will also qualify for assistance with your water and wastewater bills if your household is disconnected, in threat of disconnection or if you are more than $250 in arrears on your current bill.  You will apply for Low Income Household Water Assistance (LIHWAP) at the same time you complete your current LIHEAP application.

The Percentage of Income Payment Plan (PIPP) is available for LIHEAP eligible households who are customers of one of the following utilities: Ameren Illinois, ComEd, Nicor Gas and Peoples Gas/North Shore Gas. Under PIPP, eligible households pay a percentage of their income, receive a monthly benefit towards their utility (heating gas and/or electric) bill(s) and, arrearage reductions for every on-time payment they make, if applicable.  Starting September 1, 2021 PIPP applications will be taken on a first-come, first-served basis until available funding per county and per utility is obligated.  Applications for PIPP are taken from September 1, 2021 - March 31, 2022, or until funding is exhausted.

Door 5 – Playground Door WILL OPEN AT 9 a.m.

There is limited in-person supervision in the back of the building.  Students can play, but it is highly advised to enter and exit in the front of the building and to arrive at 9:00 a.m. 

It is COLD and we want our children safe.

Please arrive at 9 a.m. at the FRONT DOORS and Pick Up Your Child in the Front of the Building at 4:00 p.m. AT YOUR DESIGNATED DOORS.

Please arrive on time to pick up your child.
